Operating Model
Ten documented cohort years provide practical experience with delivery, staffing, projects, and youth professional development.
The Institute ofBright MindsInterest ListWho we are
Bright Minds began in 2016 as a youth program built around serious research and professional expectations. The Institute of Bright Minds organizes the next stage of that established model.

The Institute
The Institute brings together education, workforce development, financial capability, entrepreneurship, employer engagement, paid work, and real-world application.
The Professional Academy is its full-time educational component. It is prominent because of the scope of the 2027 launch, but it does not replace the programs, partnerships, and community work that created the foundation.
The Bright Minds story
Known participant totals are shown where they have been documented. Years still under reconstruction are described without invented counts.
Bright Minds begins at Florida Prosperity Partnership. The first project examines healthcare access for low-to-moderate-income Floridians.
Participants conduct statewide banking-access research.
Eighteen participants work across multiple research tracks. A participant-developed VITA locator is later promoted by the offices of Florida’s Governor and Chief Financial Officer.
Bright Minds continues building its program and workforce partnerships. An exact participant total has not yet been verified.
Approximately 60 participants take part as Bright Minds moves to virtual delivery during the pandemic.
The program expands across delivery models, funding relationships, and workforce experiences. Former participants return in paid cohort leadership and management roles.
Participants present original work at Shift Forward, a national conference for financial capability practitioners and educators.
Participants return to the Shift Forward stage as planning begins for a broader institutional structure.
The Bright Minds Professional Academy is planned to open in August as one component of the Institute.
Why expand now
The Institute gives these existing strengths a clearer structure and creates room to measure the next stage more deliberately.
Ten documented cohort years provide practical experience with delivery, staffing, projects, and youth professional development.
At least 123 alumni have documented post-program outcomes, and former participants now return as paid leaders.
Program work has created connections with professional practitioners, financial institutions, and employers.
Participants have researched real issues, built tools, presented findings, and produced work for external audiences.
Bright Minds has experience connecting banking, taxes, income, credit, entrepreneurship, and adult decision-making.
The next stage includes a clearer system for documenting participation, implementation, and outcomes without overstating what has been measured.

Continuity matters
Former participants have come back in paid cohort leadership and management roles. That progression shows how Bright Minds has developed institutional knowledge and leadership across cohorts.

Founder
Bright Minds grew from Bill Mills’ work across financial capability, youth programming, workforce development, entrepreneurship, retail, media, and nonprofit leadership.
Across those settings, the model developed around a consistent idea: young people respond to serious work, clear standards, practical coaching, and the chance to contribute to an outcome that matters.
